Can we setup FBA without setting up a secure site or does it need to be on a secure site.
I am just trying to avoid cost of getting a certificate.

You can login with FBA without an SSL certificate. Unfortunately if you do that, the password is sent to the server in clear text - so anybody packet sniffing can capture the password when it is sent.
