Hello,

Will this application allow anyone browsing to the site see the login page first before continuing?

Or

Does the site have to be set for anonymouse and the web parts added to a page that is for anonymouse users?

You can either create sharepoint pages in an anonymous document library to house the web parts (You only have to make the containing document library anonymous, not the whole site), or create anonymous application pages to house the web parts (No need to set anything on your web application to anonymous).
