Make a "Terms of Use" policy agreement after Forms login

Would you know what file I would have to change to show a "Terms of Use" page/pop-up after a user logs in using the Forms Authentication.
When they login, they would have to either click Accept / Decline and only then can they proceed into the website.

Is there a way to do this?

You'll need to create a custom login page. This seems to be a pretty good tutorial for just changing the content of a custom login page:

You can do the accept/decline just with javascript.
