what is the purpose of FBA membership request management? is it to create new users? is that related to manage users/ create new users?
It's for the 'Review Membership Request' setting, that can be found on the FBA Site Configuration page. If it's turned on, then users registering with the membership request web part aren't automatically added to the site collection. They first need to be approved by an administrator using the Membership Request Management list.
