Site Membership Review List deleted from db

how can i do if "Site Membership Review List" deleted from "Alllists" in content database ?
i can't active this feature because it raise error with this text the list deleted by another user....
I forced to delete this record before upgrade content database from 2010 to 2013

Deactivating and Reactivating the feature should recreate the Site Membership Review list. What's the actual error message you're receiving when activating the feature? You may have to go to the sharepoint log file to get the full exception message.
